The British Vehicle Rental and Leasing Association (BVRLA) has responded to the government's new road safety framework.
According to the organisation, the guidance takes a more "common sense" approach to speeding and dangerous driving on the UK's roads.
It noted that the introduction of fixed penalty notices for careless driving could make it easier for police to crack down on drivers who do not pay enough attention.
BVRLA chief executive John Lewis said this is a better approach than pursuing motorists who accidently breach the speed limit.
"The introduction of new fixed penalty notices for careless driving will enable the police to more easily target those dangerous drivers who deliberately tail-gate, undertake or cut other motorists up," Mr Lewis commented.
He added that it is important that police are given the resources to do their job effectively.
BVRLA members operate a combined fleet of some 2.5 million vehicles.
