This months Car Culture of the World is the United Arab Emirates; specifically, Dubai. In the 90's, it was little more than a ghost town, with a couple of dodgy hotels and swirling red sand covering the roads. Fast forward a decade or two, and Dubai has been reborn, like a Stars in their Eyes contestant emerging from sequined doors, wreathed in dry ice. And their tuner scene is insane.
